Evaluation Criteria for MnP Tenders in Indian Railways

The ranking process of a tender depends on the Evaluation Criteria of the tender. Only complete offers with valid bids will be considered for ranking process at the time of tender box opening. Your offer is complete or incomplete it depends on the Evaluation Criteria of the tender. In case of M&P tenders there is three type of Evaluation Criteria:
  • Machine Wise/ Consignee Wise: Your offer will be considered for ranking if you have submitted the complete offer for a consignee of a particular machine. If you have not submitted the complete offers for any consignee of any machine or quoted quantity is less than the tenders quantity for Basic Machine or any  Concomitant Accessories/Essential Spares/Essential Services/AMC then your offer for that consignee will not be considered for ranking and appear in Miscellaneous Bids section of Financial Tabulation.
  • Machine Wise: Your offer will be considered for ranking if you have submitted the complete offers for all the consignees for a particular machine. If you have not submitted the complete offers for all consignees of that particular machine or quoted quantity is less than the tenders quantity for Basic Machine or any Concomitant Accessories/Essential Spares/Essential Services/AMC then your offer for this machine will not be considered for ranking and appear in Miscellaneous Bids section of Financial Tabulation.
  • Total Value Wise: Your offer will be considered for ranking if you have submitted the complete offers for all the machines for all the consignees. If you have not submitted the complete offers for all machine and consignee or quoted quantity is less than the tenders quantity for any Basic Machine or Concomitant Accessories/Essential Spares/Essential Services/AMC then your entire offer will not be considered for ranking and appear in Miscellaneous Bids section of Financial Tabulation.
Complete Offer for a Machine: A Machine is a combination of Basic Machine, Concomitant Accessories, Essential Spares, Optional Spares, Essential Services, Optional Services, Optional Accessories and AMC. An offer submitted for a consignee fo a particular machine will be considered as a complete offer if you have submitted the bids for all the Concomitant Accessories, Essential Spares, Essential Services, AMC along with Basic Machine.
